Partnership Approach
Subject to agreement on the nature and extent of development and development conditions, a partnership could involve the entire, or either site, separately. Suggestions for the Upper Walled garden should also be incorporated. Without restricting partnership proposals, such proposals could involve:
 
    1. Working with the Province and Sofia to deliver an integrated plan for housing for older people to include the Province Community. Provide for community supports. The Province in conjunction with Sophia Housing Association would acquire between 22 and 26 units to include Sophia acquiring the Part V obligations for the entire scheme. 
    2. The outright sale of either or both sites subject to agreement with the Province of the Sacred Heart and Sophia agreeing/having an option to acquire completed units, subject to the delivery of an age friendly scheme on the lands
    3. Separate sale of either site (Old Farmhouse/Lower Walled Garden) with partner working in conjunction with the Society and Sophia to deliver units on another site for occupation by the Society/Sophia, subject to the delivery of an age friendly scheme on the lands
    4. Other arrangements which would facilitate the early delivery of accommodation for the Province and Sophia
    5.  Other financial or development proposals/ideas 
 
Interested parties are not discouraged from advancing unique or innovative proposals which could meet the objectives of the Province in delivering a legacy – an age friendly housing scheme, incorporating private and social occupiers. 

Responding to the RFPP

The Interested party (IP) is required to use the following RFPP running order and to submit sufficient information to facilitate a competitive assessment of the proposal under the following main headings.
 
Section 1   Introduction, Partnering Entity & Key Personnel
The IP is required to outline a background as to who they are and the key personnel to take a partnership forward.
 
  • Entity – describe and provide detailed information, including most recent audited accounts, on the entity interested in forging a partnership with the Province. Outline names and addresses of all shareholders with an interest in excess of 5%. In circumstances where a special purpose vehicle (SPV] is to be created please supply the information in relation to the shareholders of such SPV.
  • Negotiation team – confirm the parties who will be involved in negotiations should your proposal be shortlisted for interview.
  • Management Team – advise the names and proposed positions of the senior management team who would manage any partnership. Include short CVs.
 
Section 2    The Vision
Partnership Proposal Presentation – responding to Vision and Design Principles and other matters contained in this Information Memorandum.
 
The IP is required to outline via text and imagery, their proposed Vision for the subject lands (and suggestions for the Upper Walled garden). Describe anticipated development program commencing with date of a planning application and ending with handover of units to the Society, Sophia Housing Association and other occupiers
 
Section 3   Offer for Site and Price of Units to be acquired
Financial offer for site, exclusive of VAT and the individual per unit cost inclusive of VAT of the 24 units for the Province and Sophia Housing Association.  
 
Section 4   Funding
Please supply clear evidence of available funds to close a partnership agreement or demonstrate the availability of loan finance to complete the transaction together with evidence of the availability of the equity injection required by the lender.

Please advise the name and address (and appropriate contact) of your banking relationships and professional team for this project to include:
