Province Project Group Assessment

The Province and Sophia have established an 8-member project group to progress the project, including this partnership search, advised by WKN. Following discussions with proposed shortlisted partners, the project team will prepare a final recommendation that will be brought to the Province’s Provincial Leadership Group for a final decision.

Assessment Criteria for RFPP Proposals

RFPP submissions will be assessed using qualitative and quantitative factors. 
 
1. The Programmatic Vision Statement (see Data Room) highlights the requirements and considerations that are of significance to the Province and Sophia.  The extent to which these can be met within partners’ proposals will frame the project team’s overall assessment of submissions.   These requirements can be narrowed to the following which will be advantageous to potential partners:
(a) Nature of partnership proposed and how the IP’s Vision relates to the Province’s Vision
(b) Ethos:  That the partner’s corporate and social responsibility values are complimentary to those of the Province/Sophia including environmental sustainability
(c) Experience: Experience of working with religious congregations and/or AHBs so that collaborative working practices can be most effective. Demonstrable capability and community engagement will also be an advantage. Experience generally and particularly in the delivery of ‘age friendly’ solutions and sensitive sites Key personnel.
(d) Timeliness: That the partner recognises the time-critical nature of Province accommodation needs, and can prioritise development to deliver housing to members of the Province in the shortest time possible
2. Innovation and Quality:  That the partner is committed to high quality work that is appropriate to the needs of older persons (age-friendly/universal design standards) and where developments are sustainable environmentally, and sensitive ecologically. Record of previous residential projects/schemes, particularly in Dun Laoghaire-Rathdown County Council administrative area
3. Value for money assessment for the Province and Sophia Housing Association
4. Evidence of Funds
5. Other factors deemed appropriate by the Project Oversight and Assessment Panel
